Rooted in the United Nations Sustainable Development Goals (SDGs), the principle of “Leave No One Behind” reflects a shared vision of a more equitable society—one where every individual, regardless of age, gender, origin, or socioeconomic background, is able to access opportunities, services, and rights on an equal footing. As inequality and social exclusion persist across various regions, this principle serves as a foundational call to action across EU member states and neighbouring countries.

Despite policy advancements and growing awareness, many Europeans continue to face structural barriers in daily life. Marginalized groups—such as migrants, persons with disabilities, youth from disadvantaged communities, and the elderly—often encounter limited access to quality education, employment, healthcare, and social protection. According to the European Commission, around 95 million people across the EU were at risk of poverty or social exclusion as of 2022. These figures highlight the depth of existing disparities and the urgency of systemic interventions to achieve genuine inclusivity and equity.

In 2025, Europe is advancing a number of strategic initiatives to uphold the “Leave No One Behind” commitment. A primary focus is on ensuring universal access to quality education and lifelong learning opportunities. This includes promoting digital skills and vocational training that equip individuals for the changing demands of the labour market. Employment initiatives are also being expanded to provide inclusive job opportunities, particularly for underrepresented groups such as young people, persons with disabilities, and ethnic minorities. Health systems are being strengthened to ensure that no citizen is excluded from receiving affordable, high-quality healthcare. Additionally, reforms to social protection mechanisms aim to better support vulnerable households and reduce poverty levels across the continent.

Realizing the “Leave No One Behind” vision requires more than policy development—it demands genuine collaboration between governments, civil society, local communities, and international partners. Europe’s progress in 2025 depends on an inclusive approach that engages diverse voices in shaping and delivering solutions. By aligning national strategies with EU-wide frameworks and investing in sustainable social infrastructure, European societies can move toward a future where inclusion is not a promise, but a lived reality for all.
